The Mission of the Mayor’s Citizens’ Assistance Office (MCAO) is to improve the quality of life for all Houstonians by promoting efficient and effective city services, encouraging community involvement and participation, handling individual citizens’ concerns, and supporting neighborhood revitalization efforts throughout the City of Houston.

Tours are available on weekdays and are offered
free of charge
City Hall Tours take place twice per month. The 2nd Monday (Morning) and the 4th Thursday (Afternoon) have been scheduled as tour dates.
Tours for groups and individuals close at 12:00 PM noon two (2) weeks prior to the tour date and must meet a minimum enrollment. Additionally, special request such as an interpreter should be made in advance, preferably during time of the request.

Welcome and thank you for visiting the Mayor's Citizens' Assistance Office (MCAO) Internet Web Site. The MCAO was created in 1974 by then Mayor Fred Hofheinz. The MCAO was one of the original projects funded by the Federal Community Development Act of 1974, and was set-up as a division within the Mayor’s Office.

At your first meeting ... Collect contact information on those who attend; create an organization file; Define geographical boundaries, if they apply; Select an organization name; Appoint a temporary chairperson and set a meeting to elect permanent officers; Decide an organization postal address or electronic mail address; Determine neighborhood needs that will be addressed by your organization.
