Welcome to the Learning and Development Center (LDC), the City of Houston’s Corporate University. Located at the E.B. Cape Center, the LDC designs and provides learning programs aimed at helping employees enhance their skills and job competencies for improved performance and job satisfaction.
Our mission is to build a world-class, responsive and results-oriented workforce by providing:
- Learning that meets critical business goals and needs
- Lifelong learning opportunities that will prepare employees for life and work in an increasingly technological society
The LDC provides training opportunities at the E.B. Cape Center facility on a space-available basis for other organizations, or we can work from your site. Our clients includes not only City of Houston departments and employees, but also other municipalities, public agencies, non-profit agencies, and private businesses in the greater Houston area.
The Learning and Development Center is authorized by the International Association for Continuing Education and Training (IACET) to confer continuing education credits for many of our courses and programs. In obtaining this approval, we have demonstrated that we comply with the ANSI/IACET Standard, which is recognized internationally as a standard of good practice. This course has two main parts:

- Rules of Practice
- Professional Obligations
- The Four Manifestations of Leadership
Madeleine York has been in management and leadership development roles for over 20 years working in a wide variety of industries. She is the CEO of York Career Development, dba York, Inc. and has co-authored with Norman York, Using Your Inner Power to Find Meaningful Work. As an Insights Accredited Practitioner, she conducts workshops in all areas of professional and leadership development.
The session begins at 1 p.m. and runs through 3 p.m.
It will earn those in attendance 2.0 professional development hours.
The session will be in the auditorium at the Learning and Development Center at 4501 Leeland St., Houston, TX 77023. The program is free to all City of Houston employees and costs $45 for the general public.
