Land Development Ordinance and Off-Street Parking Ordinance
Proposed Amendments Posted for Public Review and Comment

The City of Houston Planning and Development Department proposes amendments to Houston Land Development Ordinance, Chapter 42 of the Code of Ordinances. These amendments attempt to balance the needs of protecting neighborhoods and encouraging redevelopment in order to position Houston for continued growth and change. Specifically, these amendments will:

  • Make the city more competitive with the extraterritorial jurisdiction
  • Improve development standards that lead to a better quality built product
  • Provide additional resources for neighborhoods to manage their future
  • Eliminate confusion/discrepancies with the existing code

The Planning & Development Department also proposes changes to the Off-Street Parking Ordinance, Chapter 26 of the Code of Ordinances. This ordinance addresses parking requirements for new development within the city. These amendments will:

  • Update requirements to reflect the current development trends
  • Establish a rational basis for determining parking requirements
  • Create new incentive, options and opportunities for new and redevelopment businesses
  • Allow the creation of alternative parking standards within a defined area to account for unique parking demands
  • Eliminate confusion/discrepancies contained within the existing code
