Will Consider
All fiscal matters and initiatives to improve management and efficiency of City service delivery. The committee's scope will include the Annual Budget, Monthly Financial and Operations Report, Quarterly Investment Report, regulatory issues, technology, strategic purchasing, bidding and other procurement processes. The Committee scope will also include matters relating to Municipal Courts and the three pension systems that provide defined benefit plans for City employees.
Council regulations adopted in Chapter 18 of the Code of Ordinances and other matters involving ethical conduct by City officials and employees.

FLOODING AND DRAINAGE ISSUES

Regulatory and permitting functions affecting flooding and drainage; long-range planning for funding of drainage infrastructure; communication with affected stakeholders; including recommendations concerning the coordination of other governmental entities, such as Harris County, Fort Bend County, Montgomery County, and the Harris County Flood Control District; and emergency preparedness as relates to flooding.
Issues relating to the development and maintenance of affordable housing, including Land Assemblage Program and communnity revitalization inititatives funded by the Housing and Community Development Block Grant, HOME, HOPWA and Emergency Shelter Grants.
Strategies to achieve digital inclusion for all Houstonians and improve access to human services throughout the community, with special focus on serving Youth and Seniors.
M/WBE, SMALL CONTRACTOR DEVELOPMENT AND CONTRACT COMPLIANCE

Small contractor development and contract compliance; the City's Minority and Women-Owned Business Enterprise (M/WBE) and Persons With Disabilities Enterprise (PWDBE) programs; and compliance with labor standards, including prevailing wage standards.
Issues affecting neighborhoods including enforcement of deed restrictions, building codes and regulations principally oriented to neighborhood protection. Scope will include development regulations, including Chapter 42, except for those relating to development in the flood plain, and matters relating to annexation with exta-territorial jurisdiction. The committee will have oversight responsibility for the Tax Increment Reinvestment Zones and issues relating to regulatory sections of the Code of Ordinances that do not fall within the specific subject matter assigned to other committees; functions as the Ordinances Commitee for purposes of the City Charter.
Strategies to promote environmental health, energy efficiency and conservation of natural resources in a growing city. This will include activities to encourage recycling, air quality regulation and fuel efficiency for vehicles. The Committee scope will not include regulatory matters assigned to the Regulation, Development and Neighborhood Protection Committee.
Ground transportation and general mobility, issues regarding freight and passenger rail, management of public utilities and right-of-way infrastructure; and matters relating to the Houston Airport System.
Potential benefits of and financing for innovative programs and projects, both inside and outside of the City of Houston, that could conserve water and energy resources without compromising quality of life or regional economic growth.
