Council Member Sullivan joined HPD on Lake Houston on Memorial Day weekend in an effort to crack down on “boating while intoxicated.”  In a push to improve boating safety on the lake, those who failed to take a field sobriety test were taken to an HPD Blood Alcohol Testing mobile unit where they were given field sobriety and breathalyzer tests.  The No Refusal Initiative is the first of its kind and one of several over the summer.
