About Our Program

The Financial Empowerment Centers (FECs) provide one-to-one, professional financial counseling to Houstonians at no cost to residents. An initiative of the Mayor’s Office of Complete Communities and with support from the national nonprofit organization, Cities for Financial Empowerment Fund and Regions Bank.

Counselors can help you with:

All services are always free and available to all residents regardless of income.  Counseling assistance is available in both English and Spanish.  The HFEC is operating while following the Centers for Disease Control social distancing and telecommuting guidelines.

The two FECs are strategically located in two of the 10 areas Mayor Turner designated as Complete Communities – Acres Home, 6719 W. Montgomery Rd. 77091 and Magnolia Park-Manchester Multi Service Center, 7037 Capitol St.  77011 – to ensure equitable access throughout the City, especially for low- and moderate-income families.

The FECs are staffed by professionally-trained financial counselors who will help individuals and families to better manage their finances. At the core of the FEC model is the integration of light case management into other social services, such as housing and foreclosure prevention, workforce development, prisoner reentry, benefits access, domestic violence services, and more.

Certified Financial Counselors are available for personalized guidance and can help you deal with a wide range of personal financial issues.

First piloted in New York City under Mayor Michael R. Bloomberg in 2008, FECs across the country have worked with over 99,000 clients, helping them reduce individual debt by over $137 million, and increasing their families’ savings by close to $19 million. Houston is one of over two dozen local governments who launched a local FEC initiative.

Financial counseling is available to community residents. The FEC program receives client referrals from community partners.

Due to COVID-19, the Houston Financial Empowerment Centers (HFEC) are currently not meeting in-person; however the HFECs know that supporting residents in managing their finances is a critical part of dealing with the impacts of COVID-19. As a part of the City of Houston’s emergency response efforts, the HFEC Financial Empowerment Centers (FEC) are offering professional remote financial counseling sessions to all residents as a free public service.
