The Emergency Operations Division includes over 3100 classified uniformed members with an on-duty strength of 732. Both Fire and EMS services are provided. The Emergency Operations Division covers approximately 634 square miles with 21 Districts, 86 Fire Stations, 156 pieces of Fire Equipment and 110 EMS Units and Supervisors. There are an additional five stations that provide Special Operations response (ARFF - 4 and HazMat - 1). Emergency responses totaled over 591,000 calls in calendar year 2006.

This division responds to emergencies involving Fire and EMS incidents including natural disasters. It also manages all emergency services utilizing the National Incident Management System (NIMS) to ensure the safety and accountability of all firefighters and citizens.

Emergency Operations interacts closely with Special Operations, which include the Hazardous Materials Response Team, Aircraft Rescue Operations and Heavy Rescue Operations. The Personnel Assignment Office and the HFD Staffing Office is also under this command.

Personnel Assignment

The Personnel Assignment office addresses the staffing needs of close to one hundred different locations within the Houston Fire Department. This office accepts and processes transfer for over 3800 members. The Personnel Assignment office aids the Houston Fire Department in maintaining an accurate roster as to the work location and shift of all classified Fire Department employees. The Personnel Assignment Office ensures the transfer process takes place in compliance with department guidelines governing the transfer process. This office also maintains and updates information for the overtime program.

HFD Staffing Office

The HFD Staffing Office insures the proper staffing of personnel to maintain minimum staffing levels on all Fire Department Equipment. The office is responsible for contacting and assigning overtime members, tracking absences for budgetary purposes, formulating a variety of staffing reports and contacting districts to disseminate staffing information.
