The HFD EMS/Fire Records Section maintains and disseminates all HFD emergency records, reports, and statistics. They are responsible for reporting changes and updates to the National Fire Information Council (NFIC). They must ensure and report that all distributed forms are in compliance with NFIC standards.
The Records Section holds the Electronic Records Certification as the provider of fire and medical emergency incident reports to national and state governments, attorneys and citizens. They conduct research for reports, as well as ensuring consistency and accuracy of completed reports for compliance with the Right to Privacy Act and Texas Public Information Act.
The Records Section fulfills subpoena requirements for various courts and maintains the strict requirements of the Health Insurance Portability and Accountability Act (HIPAA), mandated by the federal government in 1996 to protect patient privacy.
HFD Texas Public Information Act - Open Records Request
The Act - The Texas Public Information Act (the "TPIA") gives the public the right to request access to government information.
Making a Request - The TPIA is triggered when a person submits a written request to the City. The request must ask for information that is already in existence.
The Act does not require the City to create new information, compile data, do legal research, or answer questions. A request should be sent to the City department that has the information. A request sent by fax or email must be sent to the proper custodian of the information.

Records for fires within the city limits of Houston may be obtained at 500 Jefferson, Ste. 1500 . The cost per fire record is $5 – must have date, time and location of incident. Contact 713-495-4292. Records for fires of suspicious origin may be obtained from the HFD Arson Division; please call 713-865-9000.
