A thirty-four year veteran of HFD, Chief Williams served eight years as a District Chief assigned to Logistics and Emergency Operations prior to being promoted to Assistant Fire Chief. Responsibilities included Facilities Management, Warehouse/Quartermaster Operations, fire station design and construction, fire station renovation, Special Events, Personnel Assignment Office, Emergency Operations and Building Services liaison.

Procurement
Procurement office is staffed with six members responsible for facilitating HFD with supplies and services.
The functional areas are comprised of Informal, Supply Contract and Formal One-Time/Capital Equipment, Service Contract, Interlocal Agreements and Professional Service Contracts.
The Informal buying group process requisitions for the supply and fleet warehouse to maintain inventory levels.
Informal non-contract one-time request are processed by managing the three bid process. Formal One-Time/Capital Equipment is managed through corporative purchasing and the sealed bid process.
Supply Contract section develops contract specification to facilitate EMS , Supply Warehouse and Fleet Warehouse by developing commodity supply contracts to maintain inventory levels.
Service Contract section develops specifications to manage the out sourcing of labor, maintenance and parts for EMS , Supply Warehouse and Fleet Warehouse.
All HFD Interlocal Agreements are designed and processed by HFD to provide service agreements between government entities to provide services to the HFD. All HFD Professional Service contracts are managed by developing specification by following the RFP process with City Legal to provide contracts consisting of unique and specialized services request for the HFD.
Fleet Operations
Fleet Operations consist of the repair and maintenance of all rolling stock, small engine repair, fuel accounting/monitoring, fabrication shop, body repair shop, inventory maintenance and control, response to large incidents and other duties as required to maintain an operational fleet.
Design and Construction
Houston Fire is proactive in the design and construction on new facilities, meeting the demand for future facilities, and planning for expansion through property acquisition. This includes searching for funding sources such as Community Development Block Grant funds and CIP funding.
