Salary Evaluation - As hiring, promotion, demotion, and lateral transfer decisions are made, compensation is evaluated by examining experience, education, and the overall contribution of the person and position to the organization. Additionally, salary analyses are conducted on a regular basis in order to determine the pay equity status of non-classified employees.

Reclassifications - Requests for reclassifications are evaluated based on department needs. Reclassification requests are processed throughout the year and various tools are used to evaluate the position requirements and qualifications of the individual.

PROFESSIONAL DEVELOPMENT

Career Advancement services available through Human Resources Management include a resume writing work shops, interviewing skills work shops, career path analysis, and education incentives e.g. tuition reimbursement. The above mentioned services are available to employees interested in further developing their careers.

EMPLOYEE RELATIONS

Employee Concerns Review Program (ECRP) -City Council approved grievance procedures in July 1999. Under the new procedures there are now six (6) items that can be grieved. Certain items that are no longer covered as grievable can be addressed by the Employee Concerns Review Program. The Employee Concerns Review Program was approved by City Council January 2000. The Employee Concerns Review Program exists to provide a third party facilitator to help resolve concerns, as well as provide a mechanism to reduce animosity, focus on factual issues and help parties resolve issues themselves. It is available to non-classified Houston Fire Department employees regardless of civil service protection (probationary, part-time, full-time, appointed, executive). Employees will have thirty (30) calendar days from the date of the incident to file a written concern. Employees shall be limited to reasonable issues and concerns of a factual nature that can be resolved within the department. This excludes grievable issues and all concerns alleging discrimination or harassment. Employees must file the concern in writing on the appropriate form issued by the ECRP Coordinator in the Human Resources Management office.
