On April 1, 2010, Mr. Bautista was appointed City Engineer for the General Services Department.

Mr. Bautista’s experience is broad and varied in the areas of real estate transactions; residential and commercial development including planning, design, and construction; facility maintenance; leadership and management of people. He has spent 20 years in the private sector in the real estate development business. He spent 9 years with the City of Houston’s Parks and Recreation Department serving as Deputy Director in the Parks & Recreation Department managing a facilities maintenance division as well as the capital improvement group.  He served as the Chief of Design and Construction Division in the General Services Department for two years.  He currently serves as the Assistant Director of the General Services Department managing the Property Management Division of the General Services Department.

He has managed staffs ranging from 5 to 180 people in his various roles. As an employee of the City of Houston, he has interfaced with the Mayor and City Council as well as the public in group settings. Mr. Bautista is a graduate of the University of Texas at El Paso where he earned a BS and MS in Civil Engineering.

As City Engineer for the General Services Department, Mr. Bautista establishes the procedures and policies for administering the construction contracts. He provides decisions related to claims and disputes arising during the construction process. He also serves as a mediator in issues related to architectural/engineering problems. Finally, he serves as an administrative official for the City’s Contractor Debarment process.
