Wastewater Treatment Plant Inspection 

The Solid/Hazardous Waste Section inspects and regulates wastewater facilities within and outside of the City limits.  The City of Houston has established extraterritorial jurisdiction (ETJ) with surrounding counties, meaning that the Health Department can exercise authority beyond its normal boundaries. This allows the City of Houston to inspect any facilities that may discharge water that might flow into the city water supply.  The City of Houston enforces permits that were issued to the facilities by the State of Texas.  Copies of the results of these inspections can be obtained by submitting an Open Records request to our office.

Landfills

The City of Houston Solid/Hazardous Waste Section is also responsible for inspecting municipal and solid waste facilities located both in and around Houston.  These facilities are inspected on a quarterly basis and more frequently as necessary to address any compliance issues.  There are a total of 92 municipal solid waste facilities in and around Houston.  24 are currently active.   21 facilities have pending permits, 17 are inactive and 30 are closed.

Types of Landfills

Solid waste facilities are classified or defined by the method used to process, store or dispose of solid waste.

  • Type I - Considered to be the standard landfill for the disposal of municipal solid waste. 
  • Type IV - Authorized for disposal of brush, construction or demolition waste, and trash free of household waste. 
  • Type V - Transfers, incinerates, shreds, salvages, separates, dewaters, and/or provides other processing of solid waste.
  • Type VI - Utilizes new or improved methods of managing or municipal solid waste, including resource and energy recovery.
  • Type VII - Manage sludge and/or similar wastes. This would include water and wastewater treatment plant sludge.
  • Type IX - Facility where recyclable materials are separated from the municipal waste and processed for transport off-site for reuse or recycling.
