Houston HIV Prevention Community Planning Group
In keeping with a 1993 mandate from the Centers for Disease Control and Prevention, the Houston HIV Prevention Community Planning Group (CPG) was established to develop and monitor a comprehensive plan of action to decrease HIV infection in Houston. The CPG is composed of members of the Houston community who, working together with staff of the Houston Department of Health and Human Services (HDHHS), volunteer their time and expertise to determine the highest priority prevention needs and how best to meet those needs. Individuals with interest and/or experience in HIV prevention are encouraged to apply for membership, and may obtain additional information by contacting:

Definition of Service Categories
The following terms are used to describe interventions offered by the agencies listed in this directory. It should be noted that these may not remain the most commonly used terms, as efforts continue to develop standard definition for use by agencies throughout Houston.
Individual Level Intervention (ILI) Client-centered counseling provided to one person at a time that blends health education and health behavior change strategies. Sessions usually last between 15 and 60 minutes and may be provided by peer or non-peer prevention workers in community or agency settings.
Group Level Intervention (CLI): Health education and risk reduction counseling provided to groups of varying sizes. More than one session usually is involved, and may be led by peer or non-peer counselors who attempt to provide information, support, and skillsbuilding.
Prevention Counseling and Partner Elicitation (PCPE): Clinic-based or community-based client centered counseling combined with risk reduction education before and after an HIV test. Includes voluntary partner elicitation.
Outreach: Educational interventions usually conducted by peer or paraprofessional educators face-to-face with high-risk individuals in areas where clients typically congregate. Usually includes condom distribution and demonstrations, as well as referrals/linkages to services.
Prevention Case Management: Intensive multiple-contact client centered prevention activity which attempts to promote risk reduction behaviors in clients with multiple and complex difficulties.
Community Level Interventions: A set of related prevention activities intended to engage a relatively large and defined group of people, in order to raise awareness of HIV/AIDS; provide resources, information, and referral; involve community members as change agents for their own communities; and create group norms.
Health Communication/Public Information (HC/PI): The use of various channels such as electronic and print media, information hotlines, and clearinghouses targeted to specific audiences, and intended to support safe behavior and individual risk reduction efforts, and to provide at-risk persons with information about obtaining services.
Other Services: Services such as substance abuse treatment or family planning which, while not specifically dealing with HIV/AIDS, may offer information and/or encouragement for behavior change that can help reduce high-risk behavior.
