The City of Houston Housing and Community Development Department (HCDD) is proposing to amend three (3) Consolidated Annual Plans. The Annual Plans to be amended cover the twenty-eighth (2002), the twenty-ninth (2003) and thirtieth (2004) program years of the Community Development Block Grant (CDBG). The 2002 Consolidated Annual Plan's line item for "Street Overlays and Improvements" (Neighborhoods to Standard Tier IX Areas will be reduced by $1,038,074, resulting in a balance of $2,011,926. These funds will be added to "Street Overlays and Improvements" (Neighborhood to Standards Tier X Areas) in the 2003 Consolidated Annual Plan, increasing the allocation to $4,088,074.

With this transferral of funds, the Public Works' budget is being reallocated and the Project Description for "Street Overlays" revised to include sections of the following streets as overlay projects:

The list of street locations is also available for review at the Central Library (500 McKinney) and at the following branch libraries: Kashmere Gardens (4802 Lockwood Dr.); Fifth Ward (4014 Market); and Tuttle (702 Kress).

The Housing and Community Development Department is also proposing to amend the 2004 Consolidated Annual Plan, replacing Freeway Manor as a storm drainage project with sites in Kashmere neighborhood. The section of Freeway Manor originally slated for storm drainage improvements, is not eligible for use of CDBG funds. The Freeway Manor project will proceed using alternative funds. The following streets in Kashmere are scheduled for storm drainage improvements: Amboy (from Liberty to Gregory), Gregory (from Amboy to Wayne), and Wayne (from Gregory to Crane).

THIS NOTIFICATION REPLACES THE PUBLIC NOTICE PUBLISHED IN THE HOUSTON CHRONICLE ON FRIDAY, JANUARY 21, 2005. The public has thirty (30) days to comment on these proposed amendments, before the revised projects are submitted to the City Council and HUD for approval. The thirty-day period extends from Friday, February 11th through Sunday, March 13th.
