Housing Tax Credit (HTC) Resolution Draft Guidelines
The Housing & Community Development Department (HCDD) seeks to provide guidance to developers for obtaining Council approval for multifamily developments pursuing Housing Tax Credits (HTC). The HTC Program, administered through the Texas Department of Housing and Community Affairs, is one of the primary means of directing private capital toward the development and preservation of affordable rental housing by offsetting a portion of their federal tax liability. HCDD plans to support developments that meet Minimum Standards and align with established Disaster Recovery Priorities. No monetary awards are associated with a Resolution of Support or Resolution of No Objection from the City of Houston. The public is invited to comment on these draft guidelines. HCDD Minimum Property Standards Open Comment
In 2011, HCDD developed its Minimum Property Standards to establish criteria for multifamily properties to ensure adequate life, health and safety standards for residents at HCDD financed developments. The Minimum Property Standards supplement local building codes by requiring properties to meet minimum standards of workmanship, durability and performance of various components of the multifamily property during the period of affordability. HCDD is in the process of updating these standards and welcomes public comments. 4% Resolution of No Objection
Applicants requesting a Resolution of No Objection required for 4% Housing Tax Credits must complete the attached request. Please note HCDD has a minimum 60-day time frame to review a resolution of no objection for all 4% applications.

The following document outlines HCDD’s notification of awards for affordable multifamily developments submitted during the 2018 Request for Proposals.
2018 Multifamily Request for Proposal Application Log
HCDD’s application period for its multifamily RFP ended March 30, 2018. The following log lists all applications received at the end of the application period. HCDD has begun its threshold review of the applications. Applicants with a noted deficiency will be notified and allowed to cure deficiencies within a certain period. Any applications that do not meet threshold within the allowed cure period will be cancelled. Scoring will commence after applications have been reviewed and cure periods expired.
Several applicants have also applied for 2018 9% Housing Tax Credits with the Texas Department of Housing and Community Affairs (TDHCA). HCDD is aware of the timing requirements for this program and staff will work diligently to notify applicants of their award status as soon as possible. A revised list of applications that met threshold will be posted once the cure period for all applications have expired.
