New Home Development Program

The Housing and Community Development Department (HCDD) New Home Development Program will provide newly constructed, affordable single-family homes for qualified low- and moderate-income homebuyers. For homes funded by Community Development Block Grant (CDBG), qualified homebuyers must have household incomes that do not exceed 80% of the area median income (AMI).

The Homebuyer Assistance Program is available for all qualified homebuyers. Qualifications include:

  • An eligible homebuyer's income must be at or below 80% AMI (see above chart)
  • Applicants must obtain a Homebuyer Education Certificate through an approved HUD counseling agency
  • Applicants must occupy the home as their principal residence
  • Back-end debt ratio cannot exceed 45%
  • The buyer and/or co-borrower must not be delinquent on any student loans, federal income taxes, as well as state and local taxing authorities, utility payments, or City services

Lots will be in (but not limited to) the following Complete Community areas:

  1. Acres Homes
  2. Gulfton
  3. Second Ward
  4. Near Northside
  5. Third Ward

Community Housing Development Organization (CHDO) Program 

A Community Housing Development Organization (CHDO) is a private nonprofit, community-based, service organization with the capacity to develop affordable housing for the community it serves. They are particularly suited to address affordable housing needs at the local level. The CHDO Program provides direct buyer purchase assistance, facilitated through a forgivable loan that meets the City’s recapture policy. Funding is provided under the federal HOME Investment Partnership Property.
