NOTICE OF RESIDENTIAL STRUCTURES AVAILABLE FROM
THE CITY OF HOUSTON, HOUSTON AIRPORT SYSTEM
LAND ACQUISITION & RELOCATION PROGRAM
Posted online 08.18.2005 -- The City of Houston appreciates the interest shown in the houses acquired by the Houston Airport System in its Land Acquisition and Relocation Program by the Community Development Corporations that attended the first meeting held on August 11, 2005.
For those Community Housing Development Organizations or CHDO's who were not present at the initial meeting, and would still like to participate in this offering; or those who were present, but did not get an opportunity to view the houses; PLEASE NOTE: there will be another opportunity to view and bid on these homes in a follow-up meeting on Tuesday, August 23, 2005 from 9:00 a.m. until 2:00 p.m.
Information packages are still available from W.D. Schock & Company. Please see the attached list of pertinent information provided in response to the questions raised during the initial August 11th meeting.

OWNERSHIP OF REPLACEMENT SITE (where the house is to be moved) Houses must be relocated to a site in a CDBG (Community Development Block Grant) eligible area. A CHDO, or an individual that will receive benefits through the CHDO must currently own the site. If the structure is to be placed on a site owned by an individual, the CHDO would be responsible for all contractual obligations with the City of Houston as it relates to the purchase of the structure.
Proof of property ownership for the relocation site must be attached to each CHDO response sheet that is due on August 31, 2005 .
A CHDO will not be awarded more houses than the number of available sites for which it has provided ownership documents.
If a CHDO or individual does not currently own the replacement site, but is in current negotiations to purchase the site, the ownership must be in place by the time the processing of the Purchase Agreement is complete.
REMOVAL OF IMPROVEMENTS Disassembly of houses as a means of removing improvements will be allowed so long as the City does not incur any additional liability and is properly insured and indemnified for the work. As with the houses, all disassembled materials are for use in a CDBG eligible area. CHDO remains responsible for clearing the site and removing all debris, including but not limited to, lumber, pipes, conduits, steps, porches and other building materials. All debris, asphalt, masonry and non-masonry material must be transported away from the site in accordance with the Purchase Agreement.
TIME FRAME Sealed responses are due to WDSCO office by Wednesday, August 31, 2005 at 2:00 p.m. Late responses will be returned unopened.
The responding CHDOs will be notified of the date and time for opening the sealed responses, which should take place within ten (10) calendar days after August 31 st . If more than one CHDO expresses an interest in the same structure, a drawing will be held within the next five (5) days to determine the selected recipients in ranked order. Should the first ranked recipient choose not to move the house, or is deemed ineligible to move the house, the next ranked recipient will be contacted to receive the house.
Within five (5) business days after notification from WDSCO of a house being awarded, the selected CHDO will sign a Purchase Agreement and provide a $100.00 surety deposit, insurance certificates, and $3,500.00 surety bond (or cashier's check in lieu of the surety bond) for each structure. Deposits and/or cashier's checks will be returned after all terms of the contract have been satisfied.
The City's processing of the Purchase Agreement is subject to City Council approval and will take approximately six (6) weeks.
The CHDO will then be asked to execute a Bill of Sale. Improvements must then be removed within ninety (90) days from date of execution of the Bill of Sale, as set forth in the Purchase Agreement.
CONFLICT RESOLUTION All program conflicts will be forwarded to the City's Department of Housing and Community Development (HCDD) for consideration and resolution. HCDD's determinations and resolutions will be final. Program conflicts must be transmitted in writing through the office of W. D. Schock Company.

PLEASE NOTE : The City of Houston Housing and Community Development Department (HCDD) will not cover the costs for the security deposit of ($100.00) or the surety bond of $3,500.00) that will be assessed on each residential structure. However, HCDD will provide financial assistance to cover moving and rehabilitation of the residential structure once it is awarded to an eligible community housing development organization (CHDO).
