Week of Nov. 14 to 18, 2005 -- SPARK Parks combines the resources of the Housing and Community Development Department's Community Development Block Grant funds, seven local school districts, Harris County, the private sector, neighborhood groups, PTA/PTO groups, and concern citizens. Organized in 1983 by former City Council Member Eleanor Tinsley, the goal of the program is to develop public school grounds into neighborhood parks.
