As division manager in Building Services’ financial and administrative section, Ms. Sparks serves the city with uncommon expertise in finance and accounting. It’s appropriate that we recognize such an accomplished number-cruncher during city budget season, when those skills are so much in demand.
Ms. Sparks manages budget matters, accounts payable and receivable, and contractual services. It is typical for her to work late hours and weekends at City Hall Annex and even to take her assignments home. She is especially good at responding to vendor inquiries and tracking payments for outstanding invoices. She also volunteers as a budget reviewer for the Government Financial Officers Association.
When Ms. Sparks is not at work, she serves as vice-president of the Spouses of Houston Barristers, an organization of attorneys’ wives who promote education, culture and social services. She also is a board member for Divinity Ministries, raises funds for sickle cell research and volunteers her accounting services to the YMCA’s silent auction at the Tribute to Leaders Banquet.
But that isn’t all. Ms. Sparks is an active member of the National Association of Black Accountants and is a past president of the Houston chapter. She participates in the Angel Tree program, which provides Christmas gifts to children with parents in prison. During the holidays, she and her two sons deliver gifts to Toys for Tots, Star of Hope, and the Big Brothers/Big Sisters program.
