Officer Swilley was asked to tackle a problem the marshal’s division was having serving arrest warrants in the courtroom. On numerous occasions, motorists who have been ticketed would come to court with outstanding warrants for other cases. Officer Swilley developed a plan to serve those warrants without disrupting the daily flow of business in the courtrooms. Her efforts netted more than $178,773 in fines the first month, resulted in 362 arrests and cleared 894 cases. A similar program she assisted with netted an additional $756,335 in fines within the first seven weeks it was implemented and cleared more than 2,400 cases.
Officer Swilley is involved in her community. She created the Texas Cops & Kids Program to provide early intervention for disadvantaged youth. And she enlist the support of her fellow officers in the program. She also coordinates the annual Texas Cops & Kids Dare to Care fundraiser dinner as well as an annual golf tournament.
Her supervisors say she is an incredible person with a true passion and mission in life. We say “thank you” for being another example of what makes Houston police officers so special.
I gladly call the name of Katherine Swilley to receive this Bravo Award.
