During Tropical Storm Allison, Mr. Wingate worked for four days straight, dispatching crews to rescue citizens, open drains, and clear roadways.

Mr. Wingate, who has six years of perfect attendance, has earned consistent promotions during his 21 years of service to the city. He began his career as an inspector trainee and now supervises 200 employees as a section chief in right-of-way fleet maintenance. In 1994, he was the Engineering, Construction and Real Estate Division employee of the year.

Mr. Wingate supervises the testing of automated pothole patching machines and ensures the integrity of the performance measures used in PW&E’s right-of-way and fleet maintenance divisions. During the Houston Grand Prix, Mr. Wingate is the track manager, making spot repairs to the roadway as the race is underway.

During Tropical Storm Allison, Mr. Wingate worked for four days straight, dispatching crews to rescue citizens, open drains, and clear roadways.

In his off-hours, Mr. Wingate works two to three 8-hour shifts each month as an unpaid Harris County Reserve deputy sheriff, performing the same functions and facing the same risks as a paid peace officer. He provides security at events such as the Shrine Circus and during terror alerts.
