On patrol for criminals and resources

Chief Harold Hurtt

The Houston Police Department is doing more with less than at any time in our history. Officers are doing an outstanding job patrolling our streets. The Safe Clear program has reduced the number of freeway accidents and decreased the rush-hour drive for many motorists. Red-light cameras, now under consideration at some of the most dangerous intersections, will keep drivers and pedestrians safer.

I would like to see a double-digit reduction in crime, a reduction in response times, and increased time for beat cops to interact with citizens when not on calls. I’d also like to further reduce the number of fatal accidents and traffic congestion and to see more community service activities and crime prevention strategies, such as the Positive Interaction Program and Citizens Patrol.

But some statistics illustrate the problems we’re having reaching these goals. Our staffing average of 2.2 officers per 1,000 is well below the national average of 2.8 per 1,000. At the same time, violent crime is on the rise. Other crimes are holding steady. But additional resources, such as more personnel and critical new technology, would help the department address long- and short-term crime issues, such as gangs, drug trafficking and violent crimes. Overtime programs now in place address crime in hot spots throughout the city.

Our goal as public servants is to anticipate the future needs of our citizens and provide better service than they expect. We will always continue to work toward that goal.
