Joanne Papajohn
Public Works & Engineering
Mary Metz got a shock when she opened her water bill. She owed $332, much more than the usual $10-$20.

She contacted Public Works and was told to turn off all water faucets and check if the meter was reading a leak. Nope. She did notice, though, that condensation under the glass obscured all but the first three numbers. Those three numbers read 275, not the 279 on her bill.

That was a difference of 40,000 gallons of water, Metz wrote.

The water representative told Metz that someone would be out to reread her meter and to call back in two weeks. When Metz called back, Joanne Papajohn told her that no one had been out. So Papajohn put a 30-day hold on Metz’s bill and told her to send in $13.38, which is what she estimated the adjusted bill would be.

“I appreciate how helpful Joanne was this morning,” Metz wrote. “She was more than helpful, she was polite and worked toward a satisfactory conclusion.”

Wendell Allen
Public Works & Engineering
“Once in a while, a city employee comes along who enhances one’s opinion about the caliber of city employees, the quality of their work, and the high level of professionalism they display on a daily basis. Wendell Allen is just such a person,” wrote Felicia Galloway-Hall.

Allen helped her get no parking signs in her Rankin Road subdivision, Galloway-Hall wrote. “He provided me with great comfort, and I’m extremely appreciative.”

David Sims Jr.
Public Works & Engineering
David Sims Jr. took the time to explain her bill so that she could understand why it was so high, Rosa Pittman said.

“Wonderful David was patient and kind,” she said. “We need more employees like him.”

Al Largent
Planning & Development
For more than a month, the Harris County Toll Road Authority couldn’t get gas connected to its new Westside facility. So David Strech contacted Al Largent, who explained the permitting problem and how to fix it.

“HCTRA does not do many facilities like this one,” Strech wrote. “Your ability to explain the situation and get the proper documents to complete this permit allowed the gas to be connected Monday. I know our staff was thankful the connection happened before this cold front came through.”

Edward Chen, Fred Kirwan
Solid Waste Management
Nora Gomez had neglected to put out a pile of papers for recycling, but when she heard the garbage truck come down her street, she sprang up and rushed the pile out to the curb.

Too late. The truck had already passed her house.

Edward Chen and Fred Kirwan saw Gomez haul her pile out and came back to pick it up, Gomez wrote.

“Thank you so much for employees like this. The city has a bunch of them, but these two were the blessing to start my day,” she wrote.

Tim Warren
Affirmative Action
Tim Warren provided great help when HVJ Associates Inc. needed recertification, wrote Herbert Johnson, president.

“His attention to doing quality, responsive work has won my praise,” Johnson wrote. “He represents the department and the ideals of service very well.”
