  • Chief Information Officer (CIO), responsible for citywide IT oversight, through a collaborative managerial structure involving Chief Technology Officers (CTO) in the nine departments with significant IT spending i.e., greater than $3.5 million annually.  The departmental CTOs have reporting responsibilities to their Directors and the CIO.  Total IT spending for the most recently completed fiscal year, FY09 totals $141 citywide.

Gary Morris, Acting Deputy Director

  • Manages Client Services, Network Data and Voice Services and Enterprise Operations.  Client Services is the primary point of contact and escalation for system outages and technical support requests. Provides help desk support for Citywide applications (i.e. Financial, Payroll, Purchasing, Email and Office systems). Network Data Services maintain and service Citywide network infrastructure, providing internet access, network security, monitoring, management, intrusion detection and remote connectivity. Network Voice Services installs and maintains telecommunication systems citywide including PBXs, Key Systems, phones, and voicemail services as well as manages the installation of cabling, voice and data circuits. Enterprise Operations replaces the Data Center & System Services organizations and manages server platforms; storage systems; data center facilities; server rooms; email; communication systems; and system management tools.

Earl Lambert, Deputy Director

  • The Applications Support Division is responsible for development and support of enterprise-wide business applications as well as departmental applications used by the eleven departments supported by ITD.  The enterprise application portfolio includes the ERP System (covering Procurement, Financial, H/R and Payroll functions), Fleet Management, One-Stop Permitting, Citizens Net, and Enterprise Document Management.  The Applications group is leading the development of the new Houston Municipal Courts System with implementation by September 2012.  This effort includes configuring an Enterprise Software Development Platform to provide the City with the ability to develop custom software to meet its business requirements rather than "force fit" third-party software products that may not be able to handle the scale of the fourth largest City in the U.S. 

Tom Sorley, Deputy Director

  • Responsible for upgrading current city radios to 700 MHz.  The Radio Replacement Project team will implement a state-of-the-art System to enhance reliability and efficiency.  The Project requires contract negotiations, designing a system and analysis of current radio services. The ultimate goal of this project will be to replace the four existing radio systems that are at the end of their system life cycles with a reliable, effective and efficient radio system. This system will improve Citywide communications, provide for inter agency interoperability between City, County, Regional, State and Federal agencies.

Mary Ann Grant, Deputy Controller

  • ERP Project Manager - In 2006 the City successfully implemented its new integrated, materials management, financial accounting, human resources and payroll system. The system is designed to streamline business processes, improve operating efficiencies, and ultimately improve delivery of services to its citizens. The project continues to support departments with enhanced functionality, training, and support.

Laura Grainger, Assistant Director

  • Responsible for the human resource, procurement, budget management and five-year capital technology investment plan.  Financial Management is responsible for the accounting, financing, budgeting, and financial planning. The Procurement Group is responsible for overseeing the department's procurement and purchasing process, recommending contract awards, evaluating and renewing contracts.   Human Resources Group is responsible for managing personnel matters related to staffing, compensation, benefits and training.

Mark Stinnett, Assistant Director

  • Responsible for providing citywide applications support to the City departments.  Provides IT solutions for business processes through applications.  Additionally, provides on going maintenance, support and oversight.

Dan Steege, Assistant Director

  • Manages server platforms, storage systems, data center facilities, server rooms, e-mail, communication systems, and system management tools.

Mark Norton, Assistant Director

  • Change Management for the Courts Case Management System Project, which is a joint effort of key stakeholders under the direction of a Steering Committee comprised of the CIO and directors. Representatives within their operations have spent over two thousand work hours in facilitated sessions focused on documenting key business processes and identifying requirements for the new Municipal Courts Case Management System. These are being translated into the applications design and defined the requirements for an application development platform.

Todd Johnson, Assistant Director

  • Project Manager Radio Project.  The four existing radio systems will be replaced with a reliable, effective and efficient radio system that will improve Citywide communications and provide for inter agency interoperability between City, County, Regional, State and Federal agencies.

Glen Watson, Senior IT Project Manager

  • Project Manager Courts Case Management System. The City adjudicates over 1.2 million citations and conducts over 400,000 trials.  Because of the high volume of citations and trials, a reliable automated system is required to manage the critical processes of the complex court operation. Therefore, the legacy system must be replaced by one that expedites the Courts’ ability to provide timely and accurate disposition by automating labor intensive functions and improving services.

Wayne Grant, Assistant Director

  • Manages the City’s network infrastructure, internet access and remote connectivity to ensure the reliability, availability and security or related systems.  Provides reliable telecommunications infrastructure and voices mail services.
