2009 LEGAL DEPT. EMPLOYEE AWARDS

 

Natalia Deluca2009 Edward A. Cazares Award Winner
Natalie Deluca -- Each year the Legal Department awards an attorney with five years experience or less the Edward A. Cazares Award for excellence in professionalism and municipal law. The Legal Department is proud to announce that the winner for 2009 is Natalie DeLuca.

 

Natalie DeLuca graduated from Trinity University, B.A., 2001, and from the University of Houston Law School, J.D. in 2004.  She was admitted to the Texas Bar in 2004. 

 

Ms. DeLuca joined the City of Houston Legal Department in 2006 and is currently practicing as an Assistant City Attorney in the Labor Division.  She represents the City in administrative hearings before the Civil Service Commission and the Police Officers Civil Service Commission. 

 

She also arbitrates discipline matters, handles Step III and IV hearings as well as Unemployment Hearings with the TWC.

 

Lloyd Segall2009 Outstanding Attorney Award Winner


Lloyd Segall -- Each year the Legal Department awards an attorney the Outstanding Attorney Award for performance above and beyond. The Legal Department is proud to announce that the winner for 2009 is Lloyd Segall.

 

Lloyd Segall graduated from The College of New Jersey (formerly known as Trenton State College), B.A., in 1981, and from South Texas College of Law, J.D., in 1984.  He was admitted to the Texas Bar in 1984.  Mr. Segall joined the City of Houston Legal Department in 1984 and is currently practicing as a Senior Assistant City Attorney in the Criminal Law Division.

 

The Criminal Law Division prosecutes all the Class C misdemeanors filed in the municipal courts of the City of Houston including traffic violations, penal code violations such as theft or assault, violations of the building code and violations of the code of ordinances.  In addition to prosecuting, Mr. Segall trains all new full-time prosecutors and trains and manages 60 volunteer attorneys per year. Mr. Segall is also the HPD Narcotics Division Liaison.

 

Leslie Sears2009 Outstanding Paralegal Award Winner


Leslie C. Sears -- Each year the Legal Department awards a paralegal the Outstanding Paralegal Award for performance above and beyond.  The Legal Department is proud to announce that the winner for 2009 is Leslie C. Sears.

 

Leslie Sears graduated from North Harris College with an Associate of Arts, Associate of Science and Associate of Applied Science in Paralegal Studies degrees. She also obtained a Paralegal Certificate in 2006.  College honors include National Honor Society of Paralegal Students, Phi Theta Kappa, president’s list, Bryan H. Barrows Jr. & Mabel S. Barrows Award for Excellence in Public Speaking and Talent Roster of Outstanding Transfer Students. She graduated Summa Cum Laude with a 4.0 GPA and with Distinction.  Prior to joining the City of Houston Legal Department she worked at Continental Airlines as a Flight Attendant and a Flight Service Manager.  Ms. Sears joined the City of Houston Legal Department in 2006 and is currently a Paralegal in the Business Litigation Division.

 

2009 Outstanding Staff Member Award Winner


Each year the Legal Department awards a staff member the Outstanding Staff Member Award for performance above and beyond. The Legal Department is proud to announce that the winner for 2009 was shared by the following members of the Support Staff Team: Fabian Izaguirre, Abraham Izaguirre, Rafael A. Sanchez, Richard A. Hinojosa, and Edgar M. Prida.

Fabian Izaguirre joined the City of Houston Legal Department in 2000, and is currently an Administrative Aide in the Administration Division.

 

Abraham Izaguirre graduated from Davis H.S. in 2008.  Mr. Izaguirre joined the City of Houston Legal Department in 2008 and is currently a Clerk in the Administration Division.

 

Rafael Sanchez graduated from Lee High School, 2007.  Mr. Sanchez joined the City of Houston Legal Department in 2008 and is currently a Clerk in the Administration Division.

Richard Hinojosa graduated from Baytown Lee High School in 2004 and is attending Lee College in Baytown.  Mr. Hinojosa joined the City of Houston Legal Department in 2005 and is currently a Clerk in the Administration Division.

 

Edgar Prida graduated from Stephen F. Austin High School in 1988.  Mr. Prida joined the City of Houston Legal Department in 2007 and is currently a Messenger in the Administration Division.
