Mayor Turner Finalizes Legislative Team

April 12, 2016 -- Mayor Sylvester Turner has selected Bill Kelly to be the City’s director of governmental affairs.  Kelly comes to the mayor’s office with vast experience in governmental relations, policy, communications and strategic planning.  He will lead the City’s legislative efforts in Austin and Washington D.C.  Joining him as assistant director of governmental affairs is Jesse Ozuna of McAllen, Texas.

“The City’s number one issue in the upcoming 2017 Texas legislative session is going to be pensions,” said Mayor Turner.  “I will need a strong team on the ground working to make sure Houston’s interests are strongly represented.  Bill and Jesse have extensive experience working with diverse interest groups, and they understand the important of coordination and communication with our legislative delegation and various stakeholders.  I know they will represent Houston well.”

Kelly is currently the Director of Public Policy and Government Affairs for Mental Health America of Greater Houston.  He was previously employed as the regional field manager for Planned Parenthood Federation of America, as political director for former Mayor Bill White’s gubernatorial campaign and as chief of staff for former State Representative Ellen Cohen, who is now a member of Houston City Council.  He is a graduate of the University of Houston Honors College.

Ozuna has been working as chief of staff for Hidalgo County Precinct 4 Commissioner Joseph Palacios in Edinburg, Texas.  He was campaign manager for State Representative Bobby Guerra, director of constituent services for State Representative Armando Martinez and a high school teacher.  He holds degrees from Texas A & M University and the University of Texas Pan-American.

Kelly will formally join the mayor's office on April 19, 2016.  Ozuna is scheduled to start work July 1, 2016.
