MISSION STATEMENT
Mayor's Executive Order 1-39 authorizes the Office of Inspector General (OIG) as the central authority to investigate allegations made against city of Houston employees. Investigations are based on all applicable criminal laws and administrative policy and procedures.

In the spirit of the order, and with the goal of maintaining a public workforce of the highest caliber, it shall be the mission of the Office of Inspector General to:

Conduct investigations in response to allegations of misconduct of city employees in an efficient, impartial, equitable, and objective manner.

Criminal as well as administrative findings shall be based on provable facts in accordance with accepted rules of evidence as established by law. Members of the OIG shall never withhold or deny any legitimate right or privilege of any employee or citizen. In addition to constitutionally guaranteed rights and privileges afforded all citizens, classified employees shall be afforded all applicable protections provided by Chapter 143 of the Local Government Code as well as any special provisions of Meet and Confer or other legitimate employee agreements ratified by the city of Houston.

Personnel selected for assignment to the OIG shall adhere to strict professional standards expected of employees in positions of such trust. They shall conduct themselves within the guidelines and standard operating procedures of the OIG and shall maintain unquestioned integrity while conducting objective and impartial investigations. Investigators shall treat as confidential all information and evidence which may come into their possession. OIG investigators have a positive duty to protect the rights of victims and witnesses as well as the employees who are the subjects of their investigations.

Whenever inconsistencies, contradictions, or inadequacies are discovered within city or department policy, it shall be the duty of the OIG to make appropriate recommendations for constructive revisions.
