FACILITY MANAGEMENT EXECUTIVE HOWARD ROSE APPOINTED TO PUBLIC PARKING COMMISSION
Rose Replaces McFadden to Complete Nine-Member Commission
November 16, 2006 -- Houston City Council confirmed the appointment of Howard A. Rose, of the University of St. Thomas, recently for a term ending in December 2007. Rose’s appointment came as a result of Commissioner Mary Jo McFadden’s decision to resign to concentrate on continuing her education.
Serving as a public forum, the citizen-led Public Parking Commission, the first of its kind in Texas, consists of nine mayor-appointed regular members and six ex-officio members, all serving without compensation.
Rose, assistant vice president for facilities at the University of St. Thomas, was recruited by the University to administrate an aggressive real estate and construction program to include the development and implementation of a new campus master plan. His scope of responsibility now encompasses planning; budgeting; construction; maintenance; utility, energy and rental property management and community/city government relations.
"Howard’s extensive background and knowledge of facility management will translate nicely to the management of available parking throughout our city,” said Mayor Bill White, who approved the creation of the citizen-led Parking Commission more than a year ago. “The Commission’s primary goal is to direct the Parking Management division in resolving and improving on various parking issues. With Howard’s appointment, the organization will be even more equipped to take on these matters.”
The Public Parking Commission also recommends parking-related ordinances and capital improvement projects to City Council, gathers and reviews data relating to the City’s present and future parking needs, maintains a comprehensive inventory of the on-street parking supply and recommends to City Council all matters for the management, development and advancement of the City’s parking needs or facilities.
Parking Management is a division of the City of Houston General Services Department. By servicing and maintaining almost 6,000 on-street parking spaces and numerous garages across the Greater Houston area, Parking Management creates sound regulations for all commercial and residential areas enhancing pedestrian safety, ensuring a smooth flow of traffic and allowing emergency vehicles to reach their destinations.
