On April 18, 2003, the City of Houston became the fourth city (following New Orleans, Chicago and Philadelphia) to sign on under the U. S. Fish and Wildlife Service's Urban Conservation Treaty for Migratory Birds Program. The Houston Treaty Program, administered by the Houston Parks and Recreation Department, was created to conserve migratory birds through habitat restoration and enhancement, public education, invasive species control, and bird hazard reduction.
