They are not endorsed by the City but are recognized as collective visions focused on improving neighborhoods and districts in Houston. Emancipation Community Development Partnership (EDCP) 2015 MIT CoLab, along with and on behalf of Project Row Houses, developed a community organizing and strategic planning process that created a new neighborhood committee called the Emancipation Community Development Partnership (EDCP) and four strategies. The recommended strategies draw upon both technical planning expertise and community-based methods of inquiry.

Emancipation Economic Development Council (EEDC) 2016 Over several semesters, MIT students proposed strategies to the Emancipation Community Development Partnership (EDCP) that could be used to work toward its vision.
ECDP Policy Landscape Report 2017 Emancipation Community Development Partnership (EDCP) 2017 The report offers the Emancipation Community Development Partnership (ECDP) a slate of policy actions and approaches as well as program choices for addressing issues around 1) economic development, 2) cultural and historic preservation, 3) affordable housing, 4) education, and 5) health in the study area of the Northern Third Ward.
West Houston Mobility Plan Houston-Galveston Area Council 2015 The plan is intended to facilitate for the orderly provision of infrastructure to accommodate future population and employment growth in West Houston. The plan includes conceptualization of optimal land use, identification of needed transportation improvements, and the development of multimodal transportation strategies.
Fourth Ward Livable Center Study Houston-Galveston Area Council 2010 The plan is a partnership between the Houston-Galveston Area Council, Fourth Ward Redevelopment Authority, and the City of Houston for developing Livable Center recommendations, infrastructure improvements, and urban design solutions for the neighborhood guided by a series of focus groups.
Museum Park Livable Center Study Houston-Galveston Area Council, Museum Park Super Neighborhood, Houston Southeast (Greater Southeast Management District 2016 The plan was completed for the Museum Park neighborhood as part of the Livable Centers Program with the goal of proposing implementable ideas that create or further enhance the community as a place people perceive as safe, convenient and desirable, while addressing projected growth for the region.
Hobby Livable Center Study Houston-Galveston Area Council 2017 The goal of the study is to create Livable Centers for the Hobby District that will spur reinvestment, help rediscover the character that made the Hobby area attractive, and create an environment that is rich in opportunities.
Kashmere Gardens Livable Center Study Houston-Galveston Area Council 2017 The plan focuses on helping the Near Northside Management District and other Kashmere Gardens stakeholders direct changes in the community to address needs and benefit existing residents, as well as create an inviting environment for new residents, visitors, employees, businesses, and consumers.
Third Ward Pedestrian and Bicycle Study Houston-Galveston Area Council 2004 In the district of Third Ward, community leaders were invited to share what is most important about the neighborhood related to walking and bicycling. The study identified several projects that could be implemented quickly to reach the vision of the community leaders.
Montrose Pedestrian & Bicyclist Plan Houston-Galveston Area Council 2005 The plan is a conceptual master plan for comprehensive pedestrian and bicyclist improvements in the Montrose area intended to fit the needs of the community’s residents, businesses and visitors.

Houston-Galveston Area Council 2005 The study assesses the needs of the Gulfton district and provides potential solutions to improve pedestrian and bicyclist mobility in the area.
Fifth Ward Pedestrian and Bicyclist Special
District Study
Houston-Galveston Area Council 2011 The main focus of the study is southeastern Fifth Ward and its connections to Downtown. The study seeks to improve the safety of pedestrians and bicyclists, provide greater connectivity within the study area, and reinforce linkages to Downtown and other destinations such as Buffalo Bayou.
Airline Improvement District Pedestrian
and Bicyclist Special District Study
Houston-Galveston Area Council 2009 The main focus of the study is the Airline Drive flea market area. The study seeks to improve the safety of pedestrians in the busy commercial zone, as well as to regularize the flow of vehicles, to improve access for transit and emergency vehicles.
Texas Medical Center Mobility Study City of Houston 2014 The City of Houston and the Texas Medical Center (TMC) developed a transportation plan for the TMC campus and surrounding area through the Texas Medical Center Mobility Study. The TMC Mobility Study’s objective is to develop a comprehensive list of multi-modal transportation improvements for the study area.
Northwest Mobility Study City of Houston 2015 The plan is a sub-regional study of the Northwest area assessing the corridor network and the greater transportation network including individual systems such as the bicycle and transit networks.
Heights/Northside Mobility Study City of Houston 2015 The plan is a sub-regional study of the Heights-Northside area assessing the corridor network and the greater transportation network including individual systems such as the bicycle and transit networks.
Acres Home Revitalization Strategies Plan The Acres Home Citizen Council Coalition, City of Houston Planning and Development Department 1999 The plan was created to develop goals and action plans to stimulate and guide revitalization in the Acres Home Community.
East End Technical Assistance Panel Urban Land Institute 2015 The report was conducted by a Technical Assistance Panel for the East End neighborhood. Recommendations were made to catalyze more cohesive redevelopment in an area that has struggled to attract meaningful, coordinated development and investment.
