The City of Houston’s highest identified priorities are:

Second Tier:
- Drainage

- Quality of Life
There are other important regional issues of concern where the City cooperates with other agencies including:
- Schools
- Healthcare
- Flood control
Work plans are proceeding to tackle mobility and drainage which were identified by the General Plan Committee as the highest unaddressed priorities of the city.
Citizen Visioning Processes
Several public agencies and civic organizations conducted several large-scale, regional planning processes with extensive citizen participation from 2003-2006 and identified specific visions, values and priorities. The City of Houston recognizes these efforts and incorporated their findings into the General Plan.

Houston Area Survey
For the past 26 years, the Houston Area Survey has monitored systematically the continuities and changes in demographic patterns, life experiences, attitudes, and beliefs among successive representative samples of Harris County residents.

Envision Houston Region
The Envision Houston Region initiative began with five workshops held between the months of September and November 2005. More than 800 citizens participated in half-day workshops that ‘mapped out’ alternatives for ways in which the eight-county region could grow.
