Ward to Main Street Connectivity Project
Project Funding
This collaborative transportation and land use planning initiative
is funded in part by a $2.4 million grant from the Federal
Highway Administration’s Transportation and Community
Systems Preservation Pilot Program (TCSP), the third consecutive
TCSP grant awarded to the City of Houston for the Main Street
Revitalization Project. In-kind contributions will be made
by the City of Houston, Third Ward Redevelopment Council,
OST/Almeda TIRZ, METRO and other organizations.
Technical
Details (Project Scope)
The Third Ward to Main Street Connectivity Project will establish
a blueprint for improvements on Elgin, Blodgett, and OST/Holcombe
Streets, linking northern, central and southern sections of
Third Ward to Main Street.
M2L, a local landscape design firm, has been hired to design
streetscape improvements that will encourage transit usage
and pedestrian activity and may include sidewalk enhancements,
crosswalks, lighting, signage, street trees and landscaping.
The project will be undertaken in two phases: Phase I consists
of design and engineering and Phase II is construction.
The Third Ward Redevelopment Council (TWRC) Transportation
Committee and Board of Directors played a key role in developing
this project scope and selecting a qualified consulting firm
to lead the design process.
M2L will provide the following services:
- Develop urban design guidelines and prototype illustrations
for streetscape improvements for neighborhood streets and
thoroughfares
- Design a streetscape plan for Blodgett, Elgin and OST/Holcombe
Streets
- For Blodgett Street only: analyze the
feasibility of implementing proposed physical improvements
to Blodgett Street, identifying potential constraints and
construction costs. Provide design assistance when necessary
during the construction phase
