The City of Houston is inviting residents and businesses along Parker Road to a public meeting on February 8th at 6:00pm to consider reconfiguration of roadway striping for safer vehicular operation. The purpose of the meeting is to solicit public input on the proposal to improve safety for residents, businesses, and all users along the roadway.

Background
The Parker Rd corridor between IH 45 and US 59 was a two-lane major thoroughfare that was widened to four lanes in 2011. After the reconstruction, the all-way stop-control at the Parker Rd/Clark Rd intersection was converted to two-way stop-control with the stop control only on Clark Rd. Similarly, the all-way stop-control at the Parker Rd/McGallion Rd intersection was converted to two-way stop-control with the stop control on McGallion Rd. A new traffic signal was also installed at the intersection of Parker Rd and Bauman St.

Traffic Operations Issues
Since the reconstruction, the corridor has seen increases in traffic volumes, the number of crashes, and incidences of speeding. Several crashes involved single vehicles speeding, losing control, and crashing and damaging public as well as private properties. Some motorists have also reported difficulty while trying to cross Parker Rd or to turn onto Parker Rd from a minor street. Some pedestrians also reported unease while trying to cross and walk along Parker Rd.

Mitigation Measures
The City has implemented a number of measures to address the traffic issues. They include increased enforcement by the Houston Police Department, installation of warning signs, installation of a new traffic signal, and closures of median openings.

Proposed Reconfiguration
The implemented measures are not sufficient to ease the community’s concerns regarding Parker Rd operations and safety. The City is proposing to re-stripe the corridor from 4 lanes to 2 lanes. Potential benefits of the reconfiguration include:

  • The narrower lanes and the reduced number of through lanes will force motorists to slow down
  • The extra space between the travel lane and curb to allow strayed motorists to recover
  • The extra space between the travel lane and curb will allow residents along Parker Rd to back out of their driveways more easily and safely
  • The reconfiguration will provide opportunity for a buffered bike lane and increase the distance between vehicular travel lanes and sidewalks which will enhance comfort level for pedestrians
  • The reconfiguration will shorten the crossing distance across Parker Rd for pedestrians
