Police Response to Sexual Assault / Family Violence - Abuse

PATROL OFFICER:

  • Original Report

  • Interview all the witnesses: complainant witness, out cry witness, and reportee

  • Evidence Collection

ORIGINAL REPORT is written by a patrol officer responding to a call for service from the dispatcher or by a patrol officer when the complainant witness reports to a police station/storefront. The responding patrol officer will title the offense of the original report, determine the location of the offense, determine date and time, and write a detail report. The report will be enter into the computer system and printed out in the follow up investigation unit's office according to the title of the offense.

INTERVIEW ALL WITNESSES is the responsibility of the patrol officer writing the original report. The detail of the incident will be obtained from the complainant witness and the interview will be in a private area away from the incident location. Contact information will be obtained from the complainant witness and would include address, home and work telephone numbers, and a third telephone number where the complainant witness can be located during the early hours and days of the investigation. The patrol officer will interview all the witnesses including the reportee, outcry witness, and all other witnesses to the incident. Obtain contact information on all witnesses.

EVIDENCE COLLECTION is the responsibility of the patrol officer writing the original report. The crime scene evidence collection should be collected by a Crime Scene Unit Officer (CSU). The patrol officer responsibility is to secure the scene and determine if a CSU should be called. A doctor or a Sexual Assault Nurse Examiner (SANE) should collect the evidence from the complainant witness at a Sexual Assault Treatment Center/Hospital. The patrol officer responsibility is to inform the complainant witness of the need to have a Sexual Assault Exam performed as soon as possible and if necessary to provide the complainant witness with transportation to the hospital.
