October 19, 2006 -- A suspect wanted and charged in the fatal shooting of a man at 9986 Bissonnet about 12:10 a.m. on August 28, 2006 has been arrested.

With the assistance of the Tyler Police Department and agents from the U.S. Marshals Service and Alcohol, Tobacco and Firearms (ATF), the suspect, Ralph Michael Anderson, (b/m, DOB 5-23-83) was arrested in Tyler, Texas, about 6:45 p.m. on Wednesday (Oct. 18). Anderson is accused in the killing of James Hubbard, 26, of 9290 Woodfair. Anderson is charged in the 179th State District Court.

Both Anderson and Hubbard are Hurricane Katrina evacuees from New Orleans.

HPD Homicide Division Sergeant M. McStravick and Officer T. Andrade reported:

Mr. Hubbard was purchasing cigars at the cashier's window of a food mart when the driver of a newer model, silver colored four-door sedan pulled into the parking lot. The driver pulled a gun and fired several times, striking Hubbard multiple times.

The follow-up investigation determined suspect Anderson had fled to Tyler where he was staying with a friend at an apartment complex. HPD Homicide Division investigators drove to Tyler on Wednesday (Oct. 18) in an attempt to locate and arrest Anderson. Investigators and federal agents joined Tyler police in taking the suspect into custody without incident.
