Update on Incident at 130 Owens December 28, 2007 - Charges have been filed against a suspect arrested in the fatal shooting of a man at 130 Owens about 4:35 p.m. on Wednesday (December 26). The suspect, Willie Lowell Russell (b/m, DOB: 1-8-70), is charged with murder in the 262nd State District Court. He is accused in the killing of Joshua Griffin, 28, of 117 Pennsylvania. Mr. Griffin suffered a gunshot wound and was pronounced dead at the scene. HPD Homicide Division Officers D. R. Daniel and A. Ibarra reported: Officers responded to a call of a shooting at 130 Owens and found Mr. Griffin deceased. Further investigation developed Russell as the suspect who may have been involved in the shooting. On Thursday (Dec. 27), officers received a call regarding Russell wanting to turn himself in and he was arrested a short time later at his residence without incident.
