Suspect Arrested in Fatal Traffic Accident at 2100 Southwest Freeway

June 8, 2009 - Charges are pending against a suspect arrested following a fatal traffic accident in the 2100 block of the Southwest Freeway (U.S. Highway 59 South) about 1:50 a.m. on Sunday (June 7). 

The suspect, Victor Jerome Tugwell (b/m, DOB: 11-11-76), faces charges of intoxication manslaughter and intoxication assault. 

The identity of the 28-year-old victim, who was pronounced dead at the scene, is pending verification by the Harris County Medical Examiner’s Office. 

HPD Vehicular Crimes Division Sergeant J. Chambers and Officer R. White reported: 

The drivers of a tan Lexus and a black Honda were parked on the left shoulder of the Southwest Freeway and standing outside their vehicles.  A tan Oldsmobile, traveling southbound on the Southwest Freeway then drove onto the shoulder, struck the Lexus and pinned the victim, who was standing behind the Lexus.  The impact caused the Lexus to strike the Honda from behind.  The second driver was then struck by one of the vehicles.  It has not been determined where the second driver was standing when he was struck.  The second driver was transported to an area hospital and remains in critical condition. 

Further investigation identified Tugwell as the suspect in this case and he was taken into custody at the scene.
