Suspect Arrested in Assault of Officer, Fatal Stabbing at 10110 Forum West Drive

August 11, 2011 - Charges have been filed against a suspect arrested in the fatal stabbing of a man at 10110 Forum West Drive and assault against a Houston police officer at 10200 Forum Park Drive about 1:25 p.m. on Wednesday (Aug. 10).

The suspect, Kevin Antonio Owens (b/m, DOB: 12-16-63), is charged with capital murder and aggravated assault against a public servant in the 248th State District Court. A photo of Owens is attached to this news release.

The victim, Fushan Zhang, 71, of the above Forum West address, suffered several stab wounds and was pronounced dead at the scene.

Senior Police Officer I.J. Simpson, assigned to the Westside Patrol Division, discharged her duty weapon at the suspect, who was not struck. Officer Simpson suffered cuts and abrasions to her left elbow and was treated at the scene by HFD paramedics. She was sworn in as an HPD officer in May 1995.

HPD Homicide Division Sergeant B. Roberts and Senior Police Officer K. Carr reported:

An investigation has determined suspect Owens assaulted Mr. Zhang while attempting to rob him and then fatally stabbed Zhang. Owens fled on foot. A short time later, he was confronted by Officer Simpson. At that time, Owens attempted to stab Officer Simpson and tried to take her weapon. Officer Simpson's weapon was discharged during the struggle, but Owens was not struck. He then fled on foot and was later apprehended about 9:40 p.m. when he returned to the crime scene.

As is customary when an HPD officer discharges a weapon in the city limits, the case is being investigated by the HPD Homicide and Internal Affairs Divisions.
