Update: Suspect Charged in Fatal Traffic Accident at 3402 Dover

October 24, 2012 - Charges have been filed against a suspect arrested in a fatal traffic accident at 3402 Dover about 6:20 p.m. on Tuesday (Oct. 23).

The suspect, Felipe Hernandez-Ortiz (H/m, DOB: 10-8-83), is charged with accident involving injury or death in the 180th State District Court. A photo of Hernandez-Ortiz is attached to this news release.

The female victim, 20 months old, was pronounced dead at the scene. Her identity is pending verification by the Harris County Institute of Forensic Sciences.

HPD Vehicular Crimes Division Sergeant D. Usher and Officer N. Luu reported:
Hernandez-Ortiz's vehicle, a maroon Ford Minivan, was parked at the White Cliff Apartments at the above address. As he backed up his vehicle, Hernandez-Ortiz felt he ran over something. He stopped to check and saw he had run over the victim and she was lying next to his vehicle. Hernandez-Ortiz then fled the scene on foot, but returned a short time later. He was taken into custody at the scene.

Further investigation determined the victim was left in the care of her six-year-old brother. As a result, the mother of both children, Antonia Sanchez Soto (H/f, DOB: 3-2-74), is charged with child endangerment in the 351st State District Court. A photo of Soto, who was taken into custody at the scene, is attached to this news release.

It was determined alcohol was not a factor in the accident.
