Charges Upgraded in Fatal Shooting at 11939 Bissonnet

February 19, 2012 - Murder charges have been filed against a second suspect arrested in the fatal shooting of a man at 11939 Bissonnet about 1 a.m. on Oct. 29, 2011.

Ariel Montoya (H/m, DOB: 3-10-94), who has numerous aliases of Kevin Molina (DOB: 3-10-93, 12-17-93), Arial Posada, Ariel Molina, and "Katracho," was arrested on Wednesday (Feb. 13) on a charge of aggravated assault with a deadly weapon. On Monday (Feb. 18), he was charged as Kevin Molina (DOB: 3-10-93) with murder in the 230th State District Court. He also faces a charge of felony evading arrest in the same court. The other suspect, Miguel Angel Rangel (H/m, DOB: 3-4-92), is also charged with murder in the 230th State District Court.

The two males are charged in the killing of Luis Armando Rodriguez, 18, of Houston.

HPD Homicide Division Senior Police Officers D. W. Arnold and C. T. Hufstedler reported:
Mr. Rodriguez was walking through the parking lot of the Royal Palace party hall at the above location. A beige or gray sports utility vehicle, believed to be a GMC Envoy or Chevrolet Trailblazer, drove by and several shots were fired from the driver's side window. Rodriguez was fatally struck several times and died at the scene.

Further investigation and witness statements identified Rangel and Montoya as the suspects in this case. On May 29, 2012, Rangel was arrested by the Gulf Coast Violent Offenders Task Force without incident. On Wednesday (Feb. 13), Montoya (aka Molina) was arrested in the 8800 block of South Gessner following a vehicle pursuit during which he attempted to flee from arresting officers.

At this time, there are no other suspects believed to be connected to this case.
