Suspect Arrested, Charged in Fatal Crash at 16000 Eastex Freeway



October 22, 2015 - Charges have been filed against a suspect arrested in a fatal crash at 16000 Eastex Freeway (North U. S. Highway 59) service road about 2:30 p.m. on Wednesday (October 21).  

The suspect, Stephen Armstrong (w/m, 27), is charged with tampering with evidence in the 337th State District Court.  He was transported to St. Joseph Medical Center with minor injuries.  A photo of suspect Armstrong is attached to this news release.  

The female victim, a pedestrian, 21, was pronounced dead at the scene.  Her identity is pending verification by the Harris County Institute of Forensic Sciences.  

HPD Vehicular Crimes Division Sergeant A. Vanderbull and Officer D. Jones reported:  

Armstrong was driving a gray Cadillac DeVille southbound on the Eastex Freeway service road and the victim was walking southbound on the curb of the service road.  According to witnesses, the Cadillac was driving erratically and at a high rate of speed and struck the victim as she walked on the curb.  The Cadillac continued southbound and then struck a green Toyota Corolla stopped at a red light at the intersection of Greens Road.  

Armstrong showed no signs of impairment, however, narcotics were recovered inside and outside the vehicle.  He was taken into custody and subsequently charged.  The male driver of the Toyota was not injured.  Investigators are awaiting results of a mandatory blood draw from Armstrong.
