Investigation into Incident at 11603 Riderwood Drive


October 14, 2016 - Houston police are investigating an incident involving an off-duty HPD officer who discharged his weapon, striking a male suspect, at 11603 Riderwood Drive about 6:20 p.m. on Thursday (Oct. 13).

The suspect, 21, of the above address, suffered gunshot wounds and was transported to Ben Taub General Hospital in critical condition.

Officer J. Loosmore, who discharged his weapon, was sworn in as an HPD officer in September 2009 and is assigned to the South Gessner Patrol Division.

HPD Homicide Division Officers M. Arrington and C. Sharp reported:

An off-duty HPD officer knocked on the front door to the suspect’s residence in an attempt to gather medical and shot records on the suspect’s German shepherd dog, which had attacked the officer’s smaller Pug-mixed dog earlier in the evening. The suspect verbally began cursing and yelling at the officer through the closed front door and side window, causing the officer to walk away from the front door and call 911 for assistance.

The suspect then exited his residence through the front door and rushed the officer, who was on his cellphone with the 911 call taker. The off-duty officer was struck by multiple punches to the head, face and upper chest area causing pain and injuries to the officer who became disoriented and had blurred vision. The officer found himself cornered in between the houses and, in fear for his life, drew his off-duty weapon and fired multiple shots at the suspect, striking him in the chest and abdomen.

The officer recovered his cell phone to continue the initial phone call with the 911 call taker before administering first aid to the suspect while waiting for paramedics to arrive and transport him to the hospital.

As is customary when an officer discharges his weapon in the city limits, causing an injury, this case is being investigated by the HPD Homicide and Internal Affairs Divisions as well as the Harris County District Attorney's Office.
