Suspect Arrested, Charged in Shooting Incident at 3033 Elgin

September 30, 2018 - Charges have been filed against a suspect arrested in an incident in which an HPD officer discharged his duty weapon at the armed suspect at 3033 Elgin at about 8:50 p.m. on Saturday (Sept. 29).

The suspect, Leanda Jaroy Davis (b/m, 26), is charged with felony terroristic threat in the 182nd State District Court.

Officer W. Solis, who discharged his duty weapon, was not injured in this incident.  Officer Solis is assigned to the HPD Gang Division Crime Reduction Unit and was sworn in as an officer in May 2013.

HPD Special Investigations Unit Officers M. Millington, J. Snook, E. Rodriguez and R. Bass reported:

Officer Solis was patrolling in the 3000 block of Elgin when he observed Davis standing in the parking lot of a gas station at the above address holding a handgun.  As Officer Solis entered the parking lot, he witnessed Davis pointing the handgun at individuals and vehicles in the parking lot.  Officer Solis exited his patrol vehicle and gave Davis verbal commands to drop his weapon and show his hands.  Davis ignored Officer Solis’ commands and quickly turned and pointed the handgun at the officer.  Officer Solis then discharged his duty weapon more than once.  Davis was not struck, dropped his handgun and surrendered.  It was later determined the handgun Davis pointed at Officer Solis was a plastic replica handgun.

As is customary in HPD officer-involved shooting incidents occurring in the city limits, this case is being investigated by the HPD Special Investigations Unit, the Internal Affairs Division and the Harris County District Attorney's Office.
