June 27, 2019 - Charges have been filed against a suspect arrested in the fatal shooting of a man at 13138 Townwood Drive about 12:20 a.m. on Wednesday (June 26).  

The suspect, Joe Richards (b/m, 34), is charged with tampering with evidence in the 180th State District Court.  A booking photo of Richards is attached to this news release.  

The victim, Shawn Ghlagi, 29, of the above address, was pronounced dead at the scene.  

HPD Homicide Division Sergeant J. Horn and Detective S. Overstreet reported:  

HPD patrol officers responded to the above address and found Mr. Ghlagi deceased in the living room of his residence.  A preliminary investigation determined Ghlagi was shot and killed shot following an altercation with Richards.  Several hours later, Richards turned himself in to police.  

Richards admitted to investigators he fled the scene with the gun used in the shooting and Ghlagi's keys.  Neither the gun nor the keys has been located at this time.
