December 20, 2011 City of Houston Helps Local Civic Club Fight Negligent Neighbor Mayor Annise Parker's Administration has joined forces with Ella Park Terrace Civic Club against Jose Gallegos, owner of an adjoining property at West Donovan and Bersey Lane, Houston 77091 that has caused flooding issues for the Ella Park Terrace subdivision. The civic club together with the City will fight against this property owner's negligence, and hopefully send a message to any other property owners who think they can get away with causing damage to surrounding properties without consequence. Mr. Gallegos had changed his property in such a way that the natural flow of water is diverted into the neighboring Ella Park Terrace subdivision. His lack of action over several years to prevent water from flooding the adjoining subdivision is deemed a public nuisance. The legal petition asks the court to demand that Mr. Gallegos build a barrier to prevent water from flowing into surrounding properties.
