August 29, 2014 ReBuild Houston Project Underway in District D The Swingle Road Asphalt Overlay Project will improve road surface drivability by replacing the existing asphalt with a new driving surface. This approximately $278,000, which runs along Swindle from Scott to Cullen, 77047, began in August 2014 and is anticipated to be complete in September 2014. Asphalt street overlay projects aid in extending the life of a roadway. First, a milling crew will remove the old asphalt surface. Once the old asphalt is removed, a second crew will come in with an asphalt paving machine and apply a new road surface between 1" to 2" thick. This project provides for the resurfacing of Swingle Road with asphalt overlay, as well as repairs and improvements to curbs and accessible ramps. The ReBuild Houston Initiative is the City of Houston's voter approved pay-as-you-go plan to rebuild drainage and street infrastructure. Its goal is to improve quality of life and mobility for residents through the reconstruction and proper maintenance of drainage and street improvements.
