City of Houston Launches Small Contractor Rotation Program

The City of Houston is pleased to announce its partnership with seven private and non-profit entities that will serve as the backbone of a new program - the first of its kind in the State of Texas - designed to help small construction contractors better compete for City construction contracts.  

The Small Contractor Rotation Program will officially launch Tuesday, August 11, 2015. The Public Works and Engineering Department will hold an informational session for small contractors on Thursday, August 13, 2015, 2:00 p.m. - 4:00 p.m. at the Learning and Development Center, 4501 Leeland Street, Houston TX 77023.

For this initiative, the City is participating with financial institutions and non-profit entities:  Advantage Business Capital, Houston Business Development, Inc., LiftFund, IberiaBank, PeopleFund, Unity National Bank and the bonding company, SureTec Insurance. 

As partners in the City's new Small Contractor Rotation Program, these entities will help small contractors establish the healthy credit, bonding capacity and work performance history required to successfully compete for, and complete, City construction contracts and transition to prime contractor status. Construction projects generally have strict financial, contractual and bonding requirements that are out of reach for the average small contractor. Participating small construction contractors will be selected for City work orders based on a rotation cycle. The work orders will be small enough for the small contractors to be competitive in the bidding process, yet large enough to demonstrate their abilities to successfully complete the job per the requirements. Additionally, the participating entities will offer business guidance, financial coaching and other training as needed.

Other participating City partners are the Office of the City Controller and the Office of Business Opportunity. The Small Contractor Rotation Program is a two-year program.
