The Complete Communities Team

The Complete Communities Initiative is a collaborative effort involving residents, community stakeholders, and all City of Houston Departments and Divisions with City leadership from the Mayor’s office of Complete Communities, the Planning and Development Department, the Department of Neighborhoods and the Chief Resilience Officer.

The Mayor’s Office of Complete Communities

The Mayor’s Office of Complete Communities promotes and facilitates implementation of innovative community-identified projects and programs that address needs and improve access to services for residents and businesses in the Complete Communities. Launched in April 2017 as a citywide initiative to revitalize Houston’s most under-resourced Neighborhoods, the mission of Complete Communities is to create a more equitable and prosperous city for all Houstonians by working with local stakeholders and cross-sector partners to improve designated neighborhoods.

Shannon Buggs - Director
Shannon Buggs, an experienced communicator and administrator, is the first director of the Mayor’s Office of Complete Communities. In this role, Buggs develops strong collaborative relationships with neighborhood residents, City of Houston departments, other government agencies and officials, private donors, and non-profit organizations to fulfill the Complete Communities Action Plans. Mayor Sylvester Turner launched the Complete Communities initiative to demonstrate how public, private and non-profit partners can revive neighborhoods with the guidance of their residents. The Complete Communities division ensures that projects identified through a public engagement process are implemented, funded and managed efficiently.

Buggs previously worked as director of community and public relations at The Woman's Hospital of Texas, director of communication for the University of Houston’s College of Liberal Arts & Social Sciences, and business columnist and reporter for the Houston Chronicle. She also served as the founding executive director of Culture Source, Inc. (formerly CultureWorks Greater Houston), a fiscal sponsorship and management consulting nonprofit. A Houston native, Buggs is a longtime supporter of the city’s nonprofit sector and has held volunteer leadership positions with the Harvey Arts Recovery Fund, Houston Arts Alliance, Writers in the Schools and other arts and public service organizations. She is a senior fellow of the American Leadership Forum and an alumna and former trustee of Episcopal High School in Bellaire. Buggs earned a Bachelor of Arts degree in English and American Literature from Harvard University, a Master of Science degree in journalism from Northwestern University, and a certificate in financial planning from the University of Houston.

Suzane Abedi – Assistant Director
With a passion for sustainable impact, Suzane has experience in health systems development, growth strategy and stakeholder engagement within private, government and not-for-profit environments. Suzane’s career includes consulting, portfolio management and project management positions within U.S. and global healthcare markets for Stockamp & Associates, Inc. and The University of Texas M.D. Anderson Cancer Center. She is a strong believer in leveraging stakeholder engagement to drive results and curating collaborations for successful execution. Her achievements include serving on the leadership team to develop the United Arab Emirates’ first medical city, establishing its first children’s hospital, and implementing a country-wide nursing leadership council. She is excited to be back in Houston, where she can contribute to and participate in the remarkable efforts shaping her hometown. Suzane earned a Bachelor of Arts in Spanish with a minor in Biology from the University of Texas at Austin and an MBA and Master’s in Healthcare Administration from the University of Houston.

Christa Stoneham – Division Manager
Christa Stoneham was appointed as Division Manager to the Mayor’s Office of Complete Communities in 2019 where she oversees community relationships in the ten Complete Communities’ neighborhoods--Acres Home, Alief-Westwood, Fort Bend Houston, Gulfton, Kashmere Gardens, Magnolia Park-Manchester, Near Northside, Second Ward, Sunnyside, and Third Ward. She is responsible for managing and developing strategic partnerships with the local government, elected officials, school districts, civic organizations, and nonprofit agencies. Christa also works closely with the Director and Assistant Director to establish and cultivate those alliances. As Division Manager, she also supports the office’s fundraising strategy and the implementation of various projects, in addition to directing the work of staff within community-based organizations responsible for implementing community development, leadership development, and civic engagement programs, services, and activities.

Prior to joining the Mayor’s Office, Christa served five years in the Planning and Development Department as a Senior Planner. In this role, she led the Acres Home Complete Community, where she presented several variances and development applications to the Houston Planning Commission while engaging 300+ community members.

Sandra Imery – Financial Empowerment Center Local Program Manager
Sandra Imery, is the new Local Program Manager for Houston’s Financial Empowerment Center. Sandra holds a Master of Science and a Bachelor of Applied Arts & Science from Texas A&M University-Kingsville with a concentration in Counseling. She is a recent transplant from San Antonio and is happy to call Houston her new home. She has over 15-years of non-profit experience and was one of the first FEC Counselors in the piloted San Antonio Financial Empowerment Center. Sandra is a first-generation Mexican American who understands the complexities of cultural barriers, economic disparities, and the importance of community resources for marginalized groups. Sandra served the San Antonio non-profit community for over 15-years with several agencies including, United Way of San Antonio & Bexar County, Family Service Association and Inman Christian Center.
