The City of Houston developed Administrative Procedure 4.1 to provide a city-wide policy governing grant acquisition, management and compliance procedures to ensure consistent use by City departments. Also to encourage departments to responsibly pursue external funding that can be reasonably managed while serving the needs of the City.

 

Key Department Responsibilities identifies each department’s role to ensure consistency in the City grants acquisition and management process.



Grants Management includes policies and guidelines for grant applications, acceptance, awards, reporting and billing.

Grants Accounting and Auditing provides technical and management assistance to City Departments in the operation of their state and federal grant programs.
