2016 Flood Events Disaster Recovery

In 2016, the Houston area had two devastating flood events resulting in federal declarations of major disasters for Harris County. The first (DR-4269) occurred in April 2016 and is known as the “Tax Day Flood.” The second (DR-4272) occurred over a month-long period from May 22 through June 24, 2016.

The U.S. Housing and Urban Development Department (HUD) announced the award of $238,895,000 in Community Development Block Grant Disaster Recovery (CDBG-DR) to the State of Texas to address unmet housing, infrastructure and business needs from the 2016 floods impacts (Public Laws 114-223, 114-254 and 115-31).  The City of Houston received $23,486,698 in recovery funding from the Texas General Land Office (GLO) and will fund the Multifamily Voluntary Buyout Program. 

CDBG-DR funding provides flexible grants to help cities, counties and states recover from presidentially declared disasters, especially in low-income areas.

MULTIFAMILY VOLUNTARY BUYOUT PROGRAM – Disaster Recovery 2016 Flood Events
The Multifamily Voluntary Buyout Program will remove multifamily homes from areas at severe risk of future flooding to prevent future flood impacts to families.  Eligible activities include the acquisition of existing multifamily land and properties, and demolition and relocation of households from acquired properties.  HCDD, in coordination with Houston Public Works (HPW), will select sites for buyout that are environmentally vulnerable to future disasters and will provide mitigation benefits to the greater area.
