2016 Flood Events Disaster Recovery

In 2016, the Houston area had two devastating flood events resulting in federal declarations of major disasters for Harris County. The first (DR-4269) occurred in April 2016 and is known as the “Tax Day Flood.” The second (DR-4272) occurred over a month-long period from May 22 through June 24, 2016.

The U.S. Housing and Urban Development Department (HUD) announced the award of $238,895,000 in Community Development Block Grant Disaster Recovery (CDBG-DR) to the State of Texas to address unmet housing, infrastructure and business needs from the 2016 floods impacts (Public Laws 114-223, 114-254 and 115-31).  The City of Houston received $23,486,698 in recovery funding from the Texas General Land Office (GLO) and will fund the Multifamily Voluntary Buyout Program. 

CDBG-DR funding provides flexible grants to help cities, counties and states recover from presidentially declared disasters, especially in low-income areas.

MULTIFAMILY VOLUNTARY BUYOUT PROGRAM – Disaster Recovery 2016 Flood Events
The Multifamily Voluntary Buyout Program will remove multifamily homes from areas at severe risk of future flooding to prevent future flood impacts to families.  Eligible activities include the acquisition of existing multifamily land and properties, and demolition and relocation of households from acquired properties.  HCDD, in coordination with Houston Public Works (HPW), will select sites for buyout that are environmentally vulnerable to future disasters and will provide mitigation benefits to the greater area.

Complaints

The City of Houston Housing and Community Development Department (HCDD) welcomes feedback and complaints from any member of the public. Complaints are accepted in writing or over the telephone. Complaints will be responded to in writing within 15 business days, when possible.

Complaints of fraud, waste or abuse must be immediately escalated to the City of Houston Office of Inspector General (OIG), regardless of whether the complaint is informal or formal. HCDD will make all efforts to ensure cooperation with the OIG.

Appeals

All program applicants have the right to appeal a determination made by the Housing and Community Development Department (HCDD) regarding their file within 30 days of the notice of determination. Appeals are only accepted in writing. To be considered complete, an appeal must include:

  • Project address
  • Project number (if applicable)
  • Date of appeal
  • Nature of appeal

HCDD recommends, but does not require, using the HCDD Appeal Form to ensure a timely response and decision. The HCDD Appeal Form is available at our office during normal business hours or you may or you may download a PDF form here.

General Land Office

Complainants and appellants should initially contact their local jurisdiction (City of Houston Housing and Community Development Department) in accordance with their local policies and procedures for customer complaints. However, should the complainant or appellant not be satisfied with the outcome of their process with HCDD, they have the right to escalate the complaint or appeal to the Texas General Land Office (GLO). The GLO will provide a timely response. The response will be provided within 15 working days of the receipt of the complaint or appeal, if possible.
